A bipartisan group of senators on Tuesday announced a comprehensive gun reform law that, if passed, could end decades of partisan gridlock and inaction on the issue.
“Today, we have finalized a bilateral, commonsense law to protect America’s children, protect our schools and reduce the risk of violence across the country,” Sense said. Chris Murphy, D-Con .; John Cornin, R-Texas; Kirsten Cinema, D-Ariz. And Thom Tillis, R.N.C. Said in a joint statement.
They also reiterated an issue pushed by Republicans since the beginning of the negotiations: “Our law will save lives and will not infringe upon the rights of any American to amend the Second Amendment.”
The “advanced review process” for young gun buyers included in the bill would require a period of scrutiny to check juvenile and mental health records before buyers under the age of 21 can purchase a firearm.
The bill would also close “Boyfriend Loofol,” a legal gray space that makes some women vulnerable to gun-related domestic violence.
People convicted of domestic violence, or who are subject to the Domestic Violence Prevention Order, cannot purchase weapons under current law. But that law only applies if the abusive spouse, ex-spouse, co-parent or victim lives with. Women who do not live with their partner are not protected by current law.
The bill could become the most important gun control law in three decades.

Cornin, Murphy, Tillis and Cinema led the bilateral talks. According to Murphy, this is the first breakthrough on gun control in 30 years.
But the battle for comprehensive gun reform has not yet been won. The bill will soon be debated first in the Senate and then in the House.
According to Murphy, the Senate wants to put the bill on the floor this week.
Congress will leave on Friday for a two-week holiday. House Speaker Nancy Pelosi told reporters Tuesday that the House was not expected to stay in the session longer to vote on the Senate law.
At least 10 senators support the Republican bill, eliminating the possibility of a Republican filibuster passing through the upper chamber. Sen. Pat Tommy, R-Pa., Supports the bill and told CBS’s “Face the Nation” on June 5 that he hopes to influence the majority of the Republican Conference in support of the final package.
